
In 1977 Tommy co-founded Carlson & Dippel, Inc. of Austin, Texas, a Civil Engineering and Surveying firm that employed over 200 people, including 20 engineers.
In 1986, Tommy co-founded Carlson Engineering & Associates, inc., and in 1998, the firm became Carlson, Brigance & Doering, Inc.
Tommy has over 45 years of experience as a Civil Engineer and Land Surveyor in Texas. He has extensive experience in managing the operation of a civil engineering and surveying company, along with business development and client relations.
Tommy is a licensed Professional Engineer and a Registered Professional Land Surveyor in the State of Texas. He received a Bachelor of Science in Civil Engineering from the University of Texas at Austin, in 1973.

Charles has over 35 years of civil engineering experience, including design of water and wastewater systems, drainage facilities/ structures, flood control ponds, water quality ponds, grading and erosion control plans, traffic control plans, and land planning.
Mr. Brigance manages the planning, design, permitting and construction of civil infrastructure in the general Austin area totaling $10 to 20 million annually.
He currently works in every phase of civil engineering work completed by the firm, from design to management, staff training and development, client relations, and business development.
Charles is a licensed Professional Engineer in the State of Texas. He received a Bachelor of Science in Civil Engineering from the University of Texas at Austin in 1983.

Brett joined Carlson, Brigance & Doering in 1996, received his P.E. in 1999, and became a Vice President of the firm in 2006, and became a partner in 2014. Brett is responsible for subdivision design including streets, drainage, erosion control, water, wastewater detention, and water quality. He oversees plan processing through various entities such as cities, counties, TCEQ, TXDOT and FEMA. Additionally, he has a supervisory role for E.I.T.’s and drafting technicians.
Brett is a licensed Professional Engineer in the State of Texas. He received a Bachelor of Science in Civil Engineering from Union College in Schenectady, NY in 1991.

Douglas received his R.P.L.S. in 2003 and became a Project Manager. As a design engineer and R.P.L.S. he was responsible for design, processing and inspection of single-family residential developments, survey project management, and supervising survey staff.
In 2006, Douglas received his P.E. was promoted to Vice President of the firm, and in 2014 became a partner. And as a partner oversees all facets of business.
Douglas is a licensed Professional Engineer and a Registered Professional Land Surveyor in the State of Texas. He received a Bachelor of Science in Water Resources from Tarleton State University in Stephenville, Texas, in 1999.

From October 2001 to September 2005 Mr. Thomason was enlisted in the United States Army as an Airborne Infantry Team Leader: Non-Commissioned Officer.
Upon leaving service Mr. Thomason returned to Carlson, Brigance & Doering and passed the Registered Professional Land Surveyor exam in 2010, and became partner in 2014. Mr. Thomason oversees and manages the survey department of the firm.
