Joann A. Eagle, P.E.

Joann has worked in the civil engineering field for over 20 years. She started as a civil technician and survey helper in Kansas in 1984 and then moved to Dallas where she worked for several large civil engineering firms. After graduating from the University of Texas at Arlington with a Bachelor’s in Civil Engineering in 1993, Ms. Eagle moved to Austin.

Joann began working for Carlson Brigance and Doering in 1996 where she has been involved in all aspects of commercial site development and design. She has experience in complete project management of site development from site investigation to construction. Her responsibilities include site layout, design of grading, drainage, erosion control, water and wastewater, detention and water quality, and coordination with State and local regulatory agencies.

Ms. Eagle was also employed with the Texas Commission on Environmental Quality as a hydrologist in the Water Availability Division from 2009 to 2014 were she performed water availability analysis for water rights applications.

Joann is a licensed Professional Engineer in the State of Texas.

Brian Kelling, P.E.

Mr. Kelling joined Carlson, Brigance & Doering in 2013 as an Engineer-in-Training following his graduation from the University of Texas at Austin.

He has completed numerous subdivision projects including, but not limited to, the design of single family residential subdivisions, condominiums, and commercial site plans. In 2018, Brian received his Texas Professional Engineering License. He now works as a professional engineer and his duties have expanded to the total oversight of projects, from preliminary design to bid acceptance and completion. He continues to build and manage relationships with local county, city, and state agencies, such as TCEQ, FEMA, and TXDOT. In his free time, Brian enjoys competitive yard games, a cold margarita, and exploring the many Austin restaurants.

Brian is a licensed Professional Engineer in the State of Texas. He received a Bachelor of Science in Civil Engineering from the University of Texas in Austin in 2012.

Quynn Dusek, P.E.

Upon graduating from Washington State University in 2012 with a B.S. in civil engineering, Quynn began her career in the Pacific Northwest working with subdivision and storm drainage design. Having seen enough cloudy days, a transplant to Austin landed her a position within Carlson, Brigance, and Doering, Inc. Here, she became a licensed professional engineer for Texas and quickly picked up the phrase y’all.

As a project manager, Quynn prides herself in listening to what the client needs and delivering cost-effective and timely work. She enjoys working for Carlson, Brigance, and Doering, Inc. as they provide her the opportunity to manage a project from beginning to end, allowing her to touch on a variety of engineering disciplines.

When not in her office, you can find Quynn getting her feet sandy on a volleyball court or lost in the latest crossword puzzle.

Ron Montesano, P.E.

Ron Montesano joined CBD in 2019. Ron oversees the design of site plans and subdivisions, including streets, drainage, erosion control, water, wastewater, detention, and water quality. He works closely with cities, counties, TCEQ, TXDOT, and other agencies.

Prior to CBD, Ron developed site plans, wastewater lift stations, grading plans, and many other commercial, industrial, and residential projects for CPL, Inc., Poughkeepsie, NY.

Ron is a licensed Professional Engineer in the State of Texas. He is the president of Oak Hill Toastmasters in south Austin Texas. He received a Bachelor of Science in Engineering from the University of Buffalo, New York in 1992.
